The last three presidents, Democratic and Republican have spoken at the NAACP convention, but Donald Trump has declined the invitation to speak to an African-American audience.
Sarah Huckabee Sanders said that Trump had declined the invitation:

Trump also declined an invitation to speak at the convention as a candidate in 2016. Ronald Reagan apologized after his invitation came too late to speak to the convention in 1980, and spoke the next year. George W. Bush addressed the NAACP convention as both a candidate and as president. Modern Republicans have a history of speaking at the NAACP convention.
Democratic presidents Bill Clinton and Barack Obama have also spoken. The NAACP convention has not been viewed as a partisan event in the past, but with Trump refusing to appear anywhere that is not overseas or inside the conservative media bubble, his refusal to attend is not a surprise.
For the record, Trump has held more meetings with Putin (2) than he has given speeches to the NAACP (0).
Trump is an AWOL president who has spent more time on the golf course than he has giving speeches and making public appearances. Donald Trump doesn’t want to go anywhere where he might be asked a question or be met with anything less than universal love.
President Trump is in hiding, but still finding the time to insult large groups of Americans while refusing to do anything more than the bare minimum as president.
